Edward Howard, 95, of New Market Maryland, died on August 8, 2016 at Frederick Memorial Hospital. Mr. Howard had been a Loudonville, NY resident until his wife Carole and he moved to New Market, MD in 2007.
Mr. Howard had been principal engineer in the New York State Department of Health. Following assignments in several field offices, he was District engineer in Glens Falls, NY for several years. After a change in law gave the Department of Health comprehensive responsibility for hospitals and nursing homes in the state, Ed was transferred to the main office in Albany. As part of a task force, he helped develop the comprehensive program to carry out the law. Mr. Howard later became director of the Bureau of Hospital engineering.
When Medicare required state inspections of hospitals and nursing homes, Ed qualified as an instructor at training courses at the University of New Hampshire and Tulane University. Later when New York required licensing of nursing home administrators, Mr. Howard was an instructor at training courses at Ithaca College and Cazenovia College.
Born in Poughkeepsie New York, he had a bachelor's degree in civil engineering from Manhattan College and a master's degree in public health from Columbia University. Ed was a licensed professional engineer, a life member of The National Society of Professional Engineers, American Public Health Association and American Water Works Association and before retiring, a diplomat of the American Academy of Environmental Engineers.
Mr. Howard was an Army veteran of World War II serving three years, including two years in the European theater and was an artillery technical sergeant. Participating in the invasion of France, Ed landed on Omaha Beach and was awarded campaign medals for Normandy, Northern France and the Rhineland.
He was preceded in death by his first wife, the former Barbara Lent. Mr. Howard is survived by his wife Carole of New Market, stepchildren Mark Olcott, DVM, and wife Molly, Kristin McGee and husband Sean, Karen Johnson and husband Mark, all of Urbana, MD, Gregory Olcott and wife Brigit of Leesburg, VA and 9 step grandchildren, sisters Jane Sheftie of Poughkeepsie, NY, Marian Bon and husband Peter of Lewes Delaware, Betty Thust of Millbrook, NY, 9 nieces and nephews and 10 grand nieces and nephews.
The family will receive friends on Thursday, August 11, from 4 to 7 p.m. at Keeney and Basford Funeral Home (A.K.A. Trail Mansion), 106 East Church Street, Frederick. All funeral services will be private at the convenience of the family. He will be interred in Mount Olivet Cemetery, Frederick.
