Howard H. ”Bud” Kelly, Jr., Esq., 85, of Frederick, Maryland, died Tuesday, August 9, 2016 at The Johns Hopkins Medical Center, Baltimore, Maryland.
Born July 22, 1931, in Frederick, he was the son of the late Howard H. “Doc” Kelly, Sr. and Mary Elizabeth “Pink” (Chapline) Kelly.
Mr. Kelly attended Frederick High School, and after graduation attended the University of Maryland College Park, participating in its ROTC program, graduating in 1954. While there he became a member of the Beta Omicron Chapter of Phi Kappa Tau Fraternity.
After graduation he served in the United States Air Force from which he was Honorably Discharged as a lieutenant in 1955.
Following his military service, he and his family returned to Frederick where he began his career with the Social Security Administration, a position he loved and held for over 58 years, working until the Friday before his death. While working at Social Security, he was able to pursue the interest he had from childhood and which was inspired by family members including the Hon. Edward F. Delaplaine, an Associate Judge of the Court of Appeals of Maryland, to become an attorney. He graduated from the University of Maryland School Of Law, now known as the University of Maryland, Francis King Carey School of Law, in 1965. He was a night student and commuted daily from Frederick. Throughout his legal career he was a proud member of the Frederick County Bar Association.
Mr. Kelly, following in the footsteps of his father, served as Exalted Ruler of the B.P.O.E., Elks Lodge #684 from 1969-1970 and was a lifelong member. In addition, he was a Life Member of the Independent Hose Company #1 and the AMVETS, Frederick Post No. 2, as well as a member of the Frederick Historical Society, the V.F.W. Country Club, Inc. and the Fraternal Order of Eagles, Frederick Aerie #1067.
Mr. Kelly was a diehard Washington Redskins and Nationals fan, an avid follower of NASCAR racing, and an aficionado of Drum and Bugle Corps music. He spent much of his leisure time in these pursuits and in the company of his many friends, companions, colleagues and family.
Mr. Kelly is survived by his daughter, Katherine Kelly Howard and her husband Hon. John Addison Howard, of Baltimore; grandchildren Sean Hamilton Kelly and girlfriend Katie Preston, Ryan Patrick Kelly and his wife Kelly all of Frederick, Elizabeth Emeline Howard and Katherine Michele Howard both of Baltimore, step-grandchild Mary P. Ault and her husband Mark of Hatfield, PA; great grandchildren Adalyn Kelly and step-great grandchildren Alexis Roesch, Isabelle and Mark Ault.
In addition to his parents, Mr. Kelly was preceded in death by his wife, Miriam C. (Young) Kelly, his son, Howard H. Kelly, III, and his sister, Katherine Elizabeth Kelly.

A Gathering of Family, Friends and Colleagues will be held on Saturday, September 17, 2016 from 1:00PM to 2:30PM, at the Keeney & Basford Funeral Home, 106 E. Church Street, Frederick, MD 21701. An ELKS service will follow at 2:30PM. Inurnment will be private.
